It's actually possible to fiddle somewhat with the dynamic pager and VM paging, but only an expert user would know how to do that. Users don't have control over the swap file sizes through any regular mechanism in OS X.
The swapfiles never grow, they are always a fixed size. If memory usage remains low for some time, the dynamic pager will remove swap (starting with the biggest file). Doubling the size of each subsequent one as memory demands require. The first swap file will be 64M, the second 128M, the third 256M. In the case of OS X, there's a service called "dynamic_pager" which monitors memory usage and creates the swap files.
